Established in 2013, PALS Animal Alliance has proudly supported the Carroll County Animal Shelter for over a decade. What began as a grassroots effort has grown into a trusted nonprofit partner, working hand-in-hand with the shelter to improve the lives of animals in our community.
Our Mission
Our mission is to improve the lives of animals at the Carroll County Georgia Animal Shelter through strategic support and community education—funding shelter needs, supporting foster and transport programs, and educating our community about adoption, responsible pet ownership and the importance of spay/neuter.
How We Make an Impact
PALS Animal Alliance is here to help and support the Carroll County Animal Shelter and our community by:
Providing financial support for needs outside the county’s budget, including medical care, supplies, enrichment, and special circumstances
Responding quickly to urgent needs, often acting the same day to support the shelter with immediate needs.
Actively promoting adoption, fostering, and spay/neuter initiatives to reduce overcrowding and create healthier outcomes for animals and the community
Through community partnerships, advocacy, and compassion, PALS Animal Alliance is committed to giving every shelter animal the best chance at a healthy, happy future.

Why We Exist
One of the most common questions we’re asked is: Why does PALS Animal Alliance exist when the shelter is county-run?
The answer is simple, because we care deeply about animals and want them to have the best life possible, even while in the shelter.
Our goal isn’t just to support animals once they arrive at the shelter, but to help prevent animals from needing to enter the shelter in the first place. We believe in proactive, community-centered solutions that improve outcomes for animals and the people who love them.
Our Role in the Community
PALS Animal Alliance fills critical gaps in our community’s animal welfare system through prevention, partnership, and lifesaving programs. We work with shelters, community organizations, and volunteers to address shelter overcrowding while helping animals already in need.
Through The Fix, our mobile spay/neuter program, we will remove financial and transportation barriers to spay/neuter services and help prevent unwanted litters.
PALS also promotes fostering and adoption, supports pet owners in need, and connects community resources with animal welfare needs.
Our goal is simple: prevent unnecessary shelter intake, keep pets with the people who love them, and give more homeless animals the opportunity for a safe, permanent home.
Why a Nonprofit Is Needed
The Carroll County Animal Shelter provides an essential service to our community, but no shelter can meet every animal welfare need alone.
As a nonprofit organization, PALS exists to fill the gaps by raising funds specifically for needs outside of the county’s budget.
When an animal needs help now, waiting isn’t an option. Our ability to act quickly can make all the difference. By working alongside the county, not in place of it, PALS Animal Alliance ensures that shelter animals receive the care, comfort, and opportunities they deserve, exactly when they need it most.
