Established in 2013, PALS Animal Alliance (formerly Full Circle Rescue) has proudly supported the Carroll County Animal Shelter for over a decade. What began as a grassroots effort has grown into a trusted nonprofit partner, working hand-in-hand with the shelter to improve the lives of animals in our community.

How We Make an Impact
PALS Animal Alliance is here to help and support the Carroll County Animal Shelter and our community by:
Providing financial support for needs outside the county’s budget, including medical care, supplies, enrichment, and special circumstances
Responding quickly to urgent needs, often acting the same day to support the shelter with immediate needs.
Actively promoting adoption, fostering, and spay/neuter initiatives to reduce overcrowding and create healthier outcomes for animals and the community
Through community partnerships, advocacy, and compassion, PALS Animal Alliance is committed to giving every shelter animal the best chance at a healthy, happy future.

Why We Exist
One of the most common questions we’re asked is: Why does PALS Animal Alliance exist when the shelter is county-run?
The answer is simple, because we care deeply about animals and want them to have the best life possible, even while in the shelter.
Our goal isn’t just to support animals once they arrive at the shelter, but to help prevent animals from needing to enter the shelter in the first place. We believe in proactive, community-centered solutions that improve outcomes for animals and the people who love them.

Why a Nonprofit Is Needed
While the Carroll County Animal Shelter is county-operated, the county’s budget, like all government budgets, has limitations. These constraints can make it difficult to address unexpected needs, special medical cases, or time-sensitive situations.
As a nonprofit organization, PALS Animal Alliance fills those gaps by:
Raising funds specifically for needs outside the county’s budget
Responding quickly to urgent situations, often the same day
Providing immediate support without waiting for council approvals, as long as funds are available
When an animal needs help now, waiting isn’t an option. Our ability to act quickly can make all the difference.
By working alongside the county, not in place of it, PALS Animal Alliance ensures that shelter animals receive the care, comfort, and opportunities they deserve, exactly when they need it most.
